The public hearing regarding the 2007 budget has been delayed due to power, flooding and driving concerns.
In addition, Amherst, Williamsville and Sweet Home School Districts will be closed the entire week.
Many of the schools are still without power, phones and alarm systems.
There is also concern about the hazards to students getting to bus stops.
A news release from the Amherst Police Department says 60 percent of the traffic signals in the town are not working and 38 of the 43 sanitary lift stations are on back up power. In addition, two thirds of Amherst households are without power.
