BLOTTER: Police reports published Sept. 3

Wilson

• ILLEGAL DUMPING: Douglas G. Gornicki, 47, 5450 Lockport Road, Niagara Falls, was charged with prohibited disposal about 9:30 a.m. Monday, according to the Niagara County Sheriff's Office. Deputies were called to a campground on New Road for an illegal dumping complaint. The owner of the campground said he received a complaint that Gornicki was dumping waste water from his camper on the ground, causing a stench and disturbance to others. Gornicki admitted dumping the waste water to deputies and was charged.

Town of Lockport

• CRIMINAL MISCHIEF: A Royal Parkway North resident reported to sheriff's deputies on Monday that someone threw a very large rock into the side of their home, damaging the siding. A resident said they had heard a loud noise about 11:30 p.m. Saturday but didn't see anything in the dark. The residents provided a possible suspect to deputies. The damage to the siding was estimated at $300.

• INVESTIGATION: Sheriff's deputies were notified last week that an employee at a residential facility on Mount View Drive was under investigation for mistreatment of a disabled client. The employee has been accused of wrapping up a woman so tightly in bed sheets that she became immobile and defecated on her self. The state Justice Department was made aware of the situation and is openly investigating it.

Newfane

• DWI: Ronald S. Folmar, 37, 3747 Beebe Road, was charged with DWI and failure to keep right about 6:45 p.m. Sunday, according to the Niagara County Sheriff's Office. Called to a report of a reckless driver on Lake Road near Olcott Beach, deputies found Folmar parked in a marina lot off Ontario Street and pulled him over as he started to drive away down Lake Road. The deputy said Folmar crossed the fog line and swerved back into traffic several times before being pulled over. Folmar appeared intoxicated and failed field sobriety tests. A breath screening test registered a 0.20 percent blood alcohol content. He refused a breath test after being taken into custody.
