DWI arrest made, 38 tickets issued in road check
The New York State Police conducted a road check on Route 78 on Tuesday afternoon, writing 38 tickets and arresting one man for allegedly driving while intoxicated.
Sgt. Mark Dischner said that between noon and 3:30 p.m., troopers wrote six seat-belt tickets and 32 others for various vehicle and traffic violations, such as invalid inspections or registrations.
Noah R. Finley, 24, of Harrison Street, Olcott, was charged with DWI after troopers reportedly smelled alcohol on his breath and had him perform several field sobriety tests.
Finley reportedly blew a 0.10 percent blood alcohol content on a breath test.
Dischner said troopers conduct road checks on a regular basis, but Tuesday’s was particularly notable for the high number of tickets issued.
“It’s been a program we carry every month, but for some reason, (this one) was just huge,” he said.
Niagara Falls
• ARREST: A Falls teen was arrested on multiple charges. Jerquan “Crazy Eyes” Moragne, 18, 1132 Fairfield Ave., was charged with obstructing vehicular traffic, no driver’s license and disorderly conduct. Police said Moragne was double-parked and blocking traffic about 2:30 p.m. Wednesday at 17th Street and Ontario Avenue. Moragne also was abusive and argumentative with officers.
• THEFT: Police are looking for a suspect in a theft from the 400 block of Fourth Street. A witness told officers that he was walking in the area at 7:15 a.m. Wednesday and saw a man removing aluminum doors from a vacant home. The suspect told the witness he was a city worker. City inspections officials said none of their employees had been to the home.

• TRESPASS: A Manor Drive woman reported Monday evening that her daughter’s ex-boyfriend was pounding on the door and was looking in the windows. The woman said she has told the man he is not allowed on the property. The woman said she wanted to press charges, but her daughter did not, the report said.
Lewiston
• FIGHT: Jack A. Pullara, 16, 2784 Driftwood Drive, Niagara Falls, was charged Monday morning with disorderly conduct. Pullara was involved in a fight with a juvenile boy in the hallway at Niagara-Wheatfield High School, according to a report.
City of Lockport
• HARASSMENT: Faustino T. Solis, 62, 892 Willow St., was charged Wednesday afternoon with second-degree harassment. Solis’ estranged wife told police she was at Solis’ house when they began arguing about their financial situation. Solis allegedly became frustrated and pushed the woman into a dresser. He allegedly punched her twice in the rib area. He was held without bail and is due Monday in Lockport City Court. Officers confiscated eight handguns and a 10-gauge Mossberg shotgun from the home. Each gun had been fully loaded and placed throughout the house, the report said.
• DWI: Serena M. Winters, 31, 525 W. Main St., Apt. 2, Albion, was charged early Wednesday with driving while intoxicated, second-degree aggravated unlicensed operation of a motor vehicle, failure to signal, driving without valid inspection, an equipment violation and an open container violation. Officers stopped Winters about 2:57 p.m. on Ontario Street. She allegedly failed several field sobriety tests and was driving with a suspended license. She is due Monday in Lockport City Court.
• HARASSMENT: Steven K. Pinkert, 22, 123 Nicholls St., Apt. 5, was charged Tuesday night with second-degree aggravated harassment. A Center Street woman told police she had argued with Pinkert over the phone. Pinkert allegedly called the woman several times and left several threatening voicemails. In the voicemails, Pinkert allegedly said, “Your (expletive) family’s gonna get it. You think I’m (expletive) joking. I’m gonna make you move out of state.” In another voicemail, he allegedly said, “Look out your front door. Look out your kitchen window. I can see you. This can go on all night.” The woman told police she was afraid for her safety. Pinkert reportedly came to the Lockport Police Department to retrieve the woman’s cell phone, which he said was actually his. He was arrested and held without bail.
• DISORDERLY: Shannon V. Hill, 23, 4 Waterman St., Apt. 3, was charged Tuesday night with disorderly conduct and jaywalking. Officers responded to Washburn Street for a noise complaint and reportedly saw Hill walking in the roadway. When officers told Hill to walk on the sidewalk, he allegedly used an expletive toward them in front of a van full of people. Hill was held in lieu of $100 bail.
• DRUGS: Matthew W. Martin, 25, 32 Carlton Place, was charged early Wednesday with unlawful possession of marijuana, failure to signal, failure to keep right and driving without valid registration. Officers stopped Martin’s car about 12:19 a.m. after reportedly seeing him make a wide right turn onto Cottage Street from Walnut Street. Martin allegedly admitted to having marijuana in his cigarette pack. He was also found to have two warrants out of the City of Lockport, the report said. He is due Oct. 7 in Lockport City Court.
