Lewiston officials rethinking Quasar permits

LEWISTON — In a busy night for the Lewiston Town Board, Supervisor Dennis Brochey revealed he made a phone call Monday to Quasar Energy Group representatives to shut down possible bio-waste depositories along Saunders Settlement Road near Sanborn.

Brochey said four permits were handed out last summer to the Wheatfield-based business by the state Department of Environmental Conservation, which Brochey said the town does not support.

"I told (Quasar) not to dump anything yet," Brochey said. "(We're) looking it over and we think it's illegal."

Brochey said he's met with William Kraft, a member of a citizens group devoted to stopping Quasar, which has company headquarters in Ohio, from using Lewiston land to build lagoons to hold equate, a residue created during the processing of animal and human waste. The sites would also be used to hold restaurant and medical waste from the company's Wheatfield location.

Essentially, the company would look to sell the material as fertilizer to local farmers and those who wish to use it for plants.

Kraft's group said Quasar's permits are subject to local government approval, citing the DEC website in addressing the town board Monday. He said both the DEC and the federal Environmental Protection Agency defer to home rule concerning solid waste disposal. And Lewiston, he said, already has laws in place to prevent this type of thing from happening.

"As an environmentally concerned town, due to the number of landfills we already have here in our town, we're already equipped to fight this," he said. "But the town has to be proactive. We can't sit back and expect them to come to us. Because they won't. It appears that the supervisor has done that."
